FY2025 fleet mission-capable / full mission-capable rates. GAO report published June 11, 2026. Operational performance, not spending shares.

Mission capable means able to perform at least one assigned mission; full mission capable means able to perform all assigned missions. These fleet measures are distinct from individual aircraft experience. National Defense’s $916.649B FY2025 outlays are wider accounting context, not F-35 spending. No verified standalone FY2025 F-35 cash-outlay total is established here.

The F-35 supports U.S. and allied military operations through stealth and sensor-networking capability. The question here is whether aircraft and sustainment arrive in a form that can be used. Delivery and availability evidence is narrower than an assessment of national security or the effects of combat on civilians.

Congress provides legal and funding authority. Defense acquisition leadership and the Joint Program Office oversee the program; the office sets and administers contracts. Two linked choices deserve scrutiny: how delivery schedules reflect supplier capacity, and which performance thresholds earn incentive fees. GAO directs its recommendations to defense leadership and the program office, rather than treating contractors as the sole decision-makers.

Lockheed Martin supplies the aircraft; Pratt & Whitney supplies the engines. The military services use the aircraft, while pilots and maintainers depend on usable equipment and support. GAO found that on-time delivery incentives could still pay some fees for aircraft delivered up to 60 days late. That finding describes contract design; it is not a complete recipient-payment ledger.

Evidence: [2]

A documented payment example, outside FY2025: GAO reports that JPO paid Lockheed Martin more than $3 million in supply-related incentive fees under the 2024 air-vehicle sustainment contract. This is an incentive payment, not the total contract value or a FY2025 recipient total. GAO also found weaknesses in payment documentation for the 2021–2023 contract. Evidence: [1], incentive-fee section and note 50.

GAO’s September 2025 acquisition report found all 110 aircraft delivered in calendar 2024 were late, by an average of 238 days. Calendar 2024 delivery data must not be labeled FY2025. Separately, its June 2026 sustainment report records FY2025 fleet readiness at 44% mission capable and 25% full mission capable. Spending, delivery and readiness cover different measures and periods. These findings establish operational gaps; they do not establish individual testimony, a causal dollar-to-readiness ratio or civilian outcomes.

GAO recommends evaluating production capacity before setting purchase schedules, adjusting delivery incentives and using iterative development. Its sustainment recommendations include risk plans and incentive approaches better aligned with military needs, potentially using penalties, different thresholds or no performance incentives. The Joint Program Office’s 2025 sustainment reset aims to improve readiness, but GAO identified delivery and affordability risks. A strategy or recommendation is not evidence that performance improved. Future reporting should test implementation and hear from personnel and affected communities.

Implementation status matters. GAO’s production-contract recommendation page says that, as of July 2026, DOD had not demonstrated completion of the production-capacity evaluation. The incentive-fee review was expected in September 2026; the page still marks that recommendation open. No completed review or improved result is established here.
